The Secretary to the State Government supervises the activities of all the Political Appointees in the Governor’s Office. These include Special Advisers, Senior Special Assistants, Special Assistants, Political Assistants and Aides.
It is important to state that in addition to attending and serving as the Secretary to the State Executive Council, the Secretary to the State Government also attends and provides the Secretariat for the State Security Council. Furthermore, the Secretary to the State Government is a member of the State’s Tenders Board and State Cash Budget Committee. The latter which is headed by His Excellency, the Governor has other members including the Honourable Commissioners for Finance and Economic Planning. It is observed, however, that as a result of State exigencies and some other circumstances, the task of the Cash Budget Committee has more or less been delegated to the Honourable Commissioner for Finance working through the Pre-cash Budget Committee to His Excellency, the Governor. The Pre-cash Budget Committee has the Honourable Commissioner for Finance as Chairman with the Honourable Commissioner for Economic Planning, Permanent Secretary (Finance), Permanent Secretary (Economic Planning), Accountant-General as members and the Director of Budget as Member/Secretary.
It is necessary to add that in the recent times the scope and responsibilities of the Office expanded beyond its traditional focus. During this period also, there has been increase in portfolios and offices through which the State Government enhanced its service delivery and keyed into National and Global programmes of poverty eradication, upliftment of living standards and sustainable development within the set time frame.
However, despite inherent challenges, the office have been able to move government business to a very responsive level through prudence, initiative, prioritization and reasoned discretion on the part of management and staff.
