Barr. Kingsley Burutu Otuaro was born in Oporoza Town, Gbaramatu Kingdom, in Warri South West Local Government Area in Delta State on April 16, 1968 to the family of Mr. & Mrs. Napoleon Burutu Otuaro who hail from Obotebe and Okerenkoko Towns in Burutu and Warri South West Local Government Areas of Delta State respectively.

He finished from Asoro Primary School, Benin City, in the defunct Bendel State in 1980, where he obtained his Primary School Leaving Certificate. He started his Secondary School in Immaculate Conception College, Benin City in 1981–1983, and later attended Isaba Grammar School, Isaba, Delta State from 1983–1985 where he obtained his Senior Secondary School Certificate (SSCE).

On completion of secondary school in 1985, he worked with NISCO Nigeria Limited in Jones Creek Flow-Station in SPDC, Northern Swamp Operations as a Technical Support Staff and later with Nigeria Dredging and Marine, Warri, Delta State, as a Deck-Hand in the Marine Department and later got admission to Edo State University, Ekpoma, now Ambrose Alli University in 1994 and graduated with an LLB Hons. Degree in 1999/2000 Session and was later called to the Nigerian Bar in 2005.

After his graduation from the University in 1999, he was elected as Chairman, Okerenkoko Federated Community in Gbaramatu Kingdom from 2000–2006. In 2004, he became the Managing Director of Bruz-Otus Nigeria Limited, an Oil Field Servicing Firm to Multinational Oil Companies, SPDC and Chevron Nigeria Limited. In 2005–2007, he was appointed by Chief James Onanefe Ibori, the then Governor of Delta State as Special Assistant on Community Affairs. In 2008, he was appointed by Dr. Emmanuel Eweta Uduaghan, Governor of Delta State as a Member of Delta State Technical Support Committee led by Prof. Sam Oyovbaire.

In 2009, he was appointed by his Excellency Dr. Emmanuel Eweta Uduaghan as Chairman of Delta State Rehabilitation Committee for Internally Displaced Persons during the Military Joint Task Force bombardment of Niger Delta Militants. In 2011–2012, he was appointed by Dr. Emmanuel Eweta Uduaghan as Commissioner representing Ijaw Ethnic Nationality in the Board of Delta State Oil Producing Areas Development Commission (DESOPADEC) and was re-appointed in 2012–2014 in the same capacity after the board was reconstituted.

In 2014, he bagged a Masters Degree in Peace and Conflict Studies from the University of Ibadan.

Barr. Kingsley Burutu Otuaro is happily married to Engr. Mrs. Ebierin Otuaro and they are blessed with children.
